Tortured souls are the residents of Port Phasmatys who have lost their minds due to being undead for so long. They are not particularly friendly, but will not attack you on sight. If you are feeling kind you can attempt to put their souls to rest, but expect to be pelted with spells while doing so. It is wise to wear thick leather to minimize damage taken.
Tortured souls seem to be weakest to arrows for some reason, so feel free to engage them at a distance.
